Freedom: the grandfather of the ISS. Space Station Freedom was proposed by NASA as a permanently manned orbiting space station. It was then announced by Ronald Reagan in the 1984 State of the Union Address. Pictured here is a concept art of Freedom circa 1990. Freedom faced many design changes, and due to budget cuts, the program was delayed. It was nearly canceled in 1993 by a one-vote margin in the House of Representatives. Later that year, the Clinton Administration announced plans to change this project into a partnership with Russia and the ISS was born.
