According to Einstein’s theory of general relativity, time depends on how fast you go when you’re at extreme speeds (close to light). If person A were to fall into a black hole while person B were to watch, from person B’s perspective, person A’s clock will be ticking much slower. However, from person A’s perspective their clock is ticking normally.
